Is the EndToEndId unique for every transaction?

Do the transaction have always the same EndToEndId?

For instance, if a payment has an EndToEndId, if I make a refund of that payment, is the EndToEndId kept from before?

The reason for the doubt is that the refund endpoint takes an EndToEndId, and also returns an EndToEndId
